Your Opportunity:

Provides strategic leadership to ensure effective, integrated delivery of assigned programs and services. Leads enterprise procurement, contracting, and supply chain functions aligned with Covenant Health’s operational priorities, financial stewardship, and values. The Director of Contracting, Procurement and Supply Chain Management is a senior leadership role responsible for the strategic direction, governance, and operational excellence of Covenant’s contracting, procurement, and supply chain functions across a complex, multi site healthcare system. Reporting to the Senior Corporate Officer, Integrated Services, the Director provides enterprise wide leadership to ensure the effective acquisition and management of medical, clinical, capital, and non clinical goods and services in a manner that is compliant, ethical, fiscally responsible, and aligned with Covenant’s mission, values, and strategic priorities. This role is accountable for ensuring procurement and supply chain practices meet Canadian public sector trade agreements, healthcare regulatory standards, and best practices, while enabling high quality patient care, continuity of supply, value optimization, and system resiliency.

Description:

Develops and executes integrated operational and strategic plans aligned with organizational priorities; monitors performance, identifies gaps, and implements sustainable solutions. Provides expert advisory services to senior leadership on procurement risk, market conditions, sourcing models, supply chain resiliency, and value-based strategies. Leads enterprise contracting and strategic sourcing, overseeing the full contract lifecycle to manage financial, legal, operational, and clinical risk while maximizing value. Establishes and maintains governance frameworks, policies, and controls to ensure compliance with legislation, Canadian trade agreements, and public-sector procurement standards. Ensures stable, responsive supply chains supporting clinical care through oversight of inventory, logistics, supplier performance, emergency preparedness, and continuous improvement initiatives. Exercises sound financial stewardship, managing budgets, resource allocation, cost-containment initiatives, and Total Cost of Ownership analyses; ensures audit and reporting compliance. Builds strong internal and external partnerships, representing Covenant with government, health system partners, vendors, and industry associations while upholding transparency and public trust. Communicates clearly and credibly, aligning teams with strategic objectives, fostering collaboration, and supporting large-scale organizational change. Leads, coaches, and develops multidisciplinary teams; builds leadership capacity, supports succession planning, employee engagement, equity, and retention. Promotes a culture of innovation, accountability, continuous learning, and respect reflective of the communities Covenant Health serves.

Required Qualifications:

Post secondary degree in Supply Chain Management, Business Administration, Commerce, Engineering, Health Administration, or a related field. Professional Designation (SCMP, CPA, CPPO/CPPB, CSCP/CPSM). Equivalent recognized credentials relevant to Canadian public sector procurement. 10–15 years of progressive leadership experience in contracting, procurement, and supply chain management within a large, complex organization, preferably healthcare or the broader public sector. Additional Required Qualifications:

Demonstrated experience leading enterprise wide procurement strategies and managing high value, complex contracts. Proven experience working within Canadian public sector procurement frameworks, including compliance with national and provincial trade agreements. Significant experience managing multidisciplinary teams and leading system level change initiatives. Deep understanding of Canadian public sector procurement legislation, including Canadian Free trade Agreement (CFTA), Comprehensive Economic and Trade Agreement (CETA), and other applicable international and domestic trade agreements. Strong knowledge of healthcare supply chain operations, clinical procurement requirements, and capital planning. Expertise in contract law principles, risk management, and supplier performance governance. Advanced financial acumen and experience with cost optimization and value based procurement. Demonstrated ability to lead through complexity, ambiguity, and system level change. Exceptional communication, negotiation, and stakeholder management skills. Commitment to ethical procurement practices, equity, diversity, inclusion, and Indigenous reconciliation principles.


Preferred Qualifications:

A graduate degree (MBA, MSc, MHA, or equivalent).
