Covenant Health may have the opportunity you’re looking for as our Information and Privacy Officer (IPO). Reporting to the Chief Quality & Privacy Officer, this position is responsible for managing the Information & Privacy program to ensure compliance with the Freedom of Information and Protection of Privacy Act (FOIP), the Health Information Act (HIA) and the Personal Information Protection Act (PIPA). The Information and Privacy Officer manages the Information & Privacy team and ensures overall coordination of information and privacy matters, which includes responding to requests for access to information (FOIP), preparing privacy impact assessments (PIAs), investigating and reporting privacy breaches as required under the HIA, and responding to OIPC investigations and reviews. The IPO will develop a risk management approach for the organization by monitoring information access and privacy issues and identifying opportunities for improvement. The IPO provides expert advice to leaders and front line staff and liaises regularly with external stakeholders.


Manages the Information Access and Privacy Office. Develops and manages the processes for compliance, handling requests, responding to breaches of information and privacy complaints relating to HIA and FOIP within Covenant Health, including reporting and communicating with the OIPC and others as required. Oversees investigations and reporting of breaches of information. Coordinates the preparation and submission of PIA’s as required, working collaboratively with Alberta Health Services as required. Provides consistent, accurate and timely advice on matters related to information access and privacy. Identifies and manages risks to Covenant Health associated with information access and privacy, consulting with the Chief Quality and Privacy Officer and external legal privacy counsel as required. Liaises and Manages Files with External Agencies. Handles files opened by the OIPC including investigations, reviews, and inquiries. Collaborates with the organization's information managers as required in any investigations, reviews and inquires. Oversees Covenant Health's - procedures related to the reporting of information to the OIPC and AHS. Serves as the primary liaison for Covenant Health with the public, government, Alberta Health Services, and other privacy and information access counterparts. Manages Education & Communication Activities. Ensures that training and education are in place to facilitate compliance with HIA and FOIP. Develops a corporate privacy and information access education plan and coordinates implementation. Coordinates related communication activities internally and externally. Fosters awareness about matters on information access and privacy.

Required Qualifications:

Bachelor’s degree in a related field (e.g., health administration, business administration, law, health sciences) required. In-depth knowledge of the Freedom of Information and Protection of Privacy Act and the Health Information Act including related regulations. Experience with the collection of health information and privacy breach investigation processes. Ability to interpret and apply legislative principles and provisions including the ability to understand legal documents. Experience in developing and completing Privacy Impact Assessments (PIAs). Knowledge of Covenant Health's mission and values, and strategic direction. Efficient and effective research, analysis, problem-solving, organization and communication skills. Knowledge and experience with Microsoft computer systems (e.g., Word, Excel, PowerPoint) and software packages. Ability to effectively explore alternatives and positions to reach outcomes that support all stakeholders.

Additional Required Qualifications:

Ability to work under tight or imposed deadlines and dealing with highly confidential/sensitive information is required. Ability to exercise judgment, often independently, on matters related to the application of legislation, protecting privacy, handling of sensitive and confidential information, effective interaction with others, and provision of advice. While this position is based in Edmonton, travel to other Covenant Health sites may be required. Driver's license is required for travel between sites within Edmonton and provincially. License(s)/Certification(s): Completion of the University of Alberta's Information Access and Protection of Privacy Program (or an equivalent program/certificate) is required.

Preferred Qualifications:

Masters in a related field. Evidence of ongoing educational preparation in planning, policy development, information access/privacy legislation, and project management. Experience in leading teams. Knowledge of Covenant Health operations and relationships with other parties with an emphasis on information aspects, issues and record management. Training in project management. Having the above experience in a health care environment (e.g., hospital) is preferred.
