As the Manager, Information & Privacy, you will ensure delivery of the full range of services within information & privacy and lead the team to oversee the organization’s compliance with legislation including the Health Information Act (HIA), Protection of Privacy Act (POPA), Access to Information Act (ATIA), and other relevant legislation. Description:

As the Manager of Information & Privacy, you are responsible for daily operations of the department, including assigning workload, mentoring and managing staff performance. You are also in charge of communicating, liaising with, and making recommendations on behalf of the Information & Privacy team when decisions need to be referred upward. You would act as liaison to Alberta Health Services (AHS)’ Information and Privacy Office as well as other provincial health agency and/or shared services entity privacy offices; monitor areas of risk within the organization, identifying opportunities for improvement, and working on strategic initiatives or special projects. You will respond to access to information requests and facilitate completion and submission of privacy impact assessments; conduct privacy breach investigations, including interviewing complainants and employees, reporting findings and recommendations, and working with business areas to reach resolution; ensure mandatory breach notification requirements are fulfilled; provide expert advice and strategic guidance to a wide variety of internal stakeholders, including senior and executive leadership; provide advice and/or liaison to external organizations to address information and privacy matters. In addition, you would actively participate on committees to provide guidance in the identification of key processes to target improvement and to ensure compliance with key legislation, as well as the development of necessary tools to improve processes; be aware of all files opened by the OIPC; manage the matters going to formal inquiry or investigation; and ensure leadership is kept informed; develop a plan to further integrate information access and privacy activities across Covenant; carry out other duties as may be required within the scope of the position. Required Qualifications:

A post-secondary degree in Legal Studies, Information Management or Business/Public Administration (equivalencies may be considered). 8- 10 years of experience in an Information Privacy or Information Security position. 3-5 years’ experience leading teams and services. In-depth knowledge of the HIA, POPA, ATIA Acts (formerly known as FOIP) and related legislation, including related regulations, policies and procedures.


Additional Required Qualifications:

Awareness of current information access and privacy legislation, issues and trends. Ability to interpret and apply legislative principles and provisions including the ability to understand legal documents. In depth experience with the collection of health information, privacy breach investigation process, and related legislation, developing and completing Privacy Impact Assessments (PIAs) and complex file management. Efficient and effective research, analysis, problem solving, organization and communication skills. Knowledge and experience with Microsoft computer systems (e.g. Outlook, Word, Excel, PowerPoint) and software packages. In depth knowledge of SharePoint. Experience with Connect Care or experience working with large scale EMRs and EHRs spanning multiple facilities or organizations. Understanding and commitment to Covenant Health's mission and values, and knowledge of the strategic direction for Covenant Health.


Preferred Qualifications:

Evidence of ongoing educational preparation in planning, policy development, information access/privacy legislation, and project management. Certified Information and Privacy Professional (CIPP/C) designation. Certified Information and Privacy Management (CIPM) designation. Canadian Information Access and Privacy Professional (CIAPP). Completion of the University of Alberta IAPP Program or similar. Formal training in project management, change management and/or leadership.
